No, I haven't figured out an IE compatible method as yet - still researching. Initially I thought MHTML might be promising, but lately I've grown skeptical. I guess it really depends on what kind of information you want to embed inline, where you want to store it, and from where that content will originate (server, or browser). In either case, I plan to comment on the feasibility of the solutions I've reviewed so far, even if that doesn't include a full implementation.

Hi BillyG,
The encode.php file in the article is a PHP script. In order to use it, your web server has to support PHP scripts.
I recommend using XAMPP to get a full Apache+PHP/MySQL local development stack up and running quickly.

I coded a possible solution for IE : http://phenxdesign.net/projects/phenx-web/iedatauri/example.php I know it's not perfect, as it still needs a server side script, but I think this is the only easy way to make it work on IE :( The source code is here : http://code.google.com/p/phenx-web/source/browse/trunk/iedatauri
